Weebly is different from Blogspot in that it acts more like a normal website with static pages. Your front page isn’t your most recent post. It is whatever you want to say about your site.
If you strictly want to do blogging then I would suggest blogger, wordpress, or typepad. But if you want a personal or business “website” then it is handy to use Weebly because of it’s static page ability. In essence it can look more professional and what people “expect” to see on a webpage.
Did I mention that it is free?

I checked out Weebly websites, still they look kinda primitive to me. I used http://members.freewebs.com/index.jsp a couple of years ago. Also a nice platform, easy drag and drop page building, and also free. But freewebs looks like a real website rather than a “visit card” kind of site.
